Phase Boots are for heroes who want to get on top of you and stay there: damage, armor and a sprint through creeps. Power Treads are for heroes who hit a lot: attack speed, plus a stat you can switch, like Intelligence while you farm and Strength in a fight. Both give melee heroes more.
What pros do: in each hero’s last 100 pro games, Phase Boots win on 28 heroes, Power Treads on 74. Phase favourites include Abaddon, Alchemist, Axe, Bloodseeker, Centaur Warrunner, Dawnbreaker. Treads favourites include Anti-Mage, Bristleback, Broodmother, Chaos Knight, Clinkz, Death Prophet.

Treads are all about attack speed. The Attack Speed Calculator shows what +25 really does for your hero.
The support question. Arcane Boots keep your team’s spells coming. Tranquil Boots keep you alive and fast for little gold, as long as you do not trade hits. In each hero’s last 100 pro games, Arcane wins on 55 heroes, Tranquil on 25.
Boots of Travel (2,500 gold, +90 move speed) upgrade your Town Portal Scroll: it can target your units, has a 40 second cooldown instead of 80, and does not use a charge. Boots of Travel 2 (4,500 gold, +110) also teleport to allied heroes and cut the channel time from 3 to 2 seconds.
They are the fastest boots in the game, but they give nothing else. Pros buy them mostly on heroes who have to be everywhere: the top travellers are Necrophos, Lina, Invoker, Arc Warden, Snapfire.
Axe bought Boots of Travel. Now Axe arrives late everywhere, but faster.
No. The game says it on every pair: movement speed from several pairs of boots does not stack. Buying Phase Boots and Boots of Travel gives you the move speed of one pair, not both. Only the move speed is limited: the other stats of each pair, like armor or attack speed, still count.
Greaves and Bearing are deep recipes. The Item Component Finder shows every part down to the last Ring of Regen, and what you still need.
Greaves give armor to you and your team’s health. The Armor & HP Calculator shows what +5 armor is worth.
